The Pennsylvania Unified Certification Program (PA UCP) provides certification as a Disadvantaged Business Enterprise (DBE)/Airport Concessionaire Disadvantaged Business Enterprise (ACDBE); and makes all certification decisions on behalf of all agencies/organizations in the Commonwealth with respect to participation in the DBE Program. Firms certified as DBE/ACDBE with the PA UCP are eligible to participate on any Federal Aviation Administration (FAA), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA) funded contracts.
The Women Business Enterprise (WBE) Certification validates that the business is 51 percent owned, controlled, operated, and managed by a woman or women. WBE Certification gives women owned businesses the ability to compete for and participate in real-time business opportunities provided by government agencies.
The Minority Business Enterprise (MBE) Certification, provided by the National Minority Supplier Development Council (NMSDC), validates that the business is at least 51 percent minority-owned operated and controlled. The NMSDC is the only national organization providing certification throughout the U.S. where MBEs are genuinely minority-owned and operated, and ready to do business.
The Disadvantaged Business Enterprise (DBE) Certification, provided by the U.S. Department of Transportation (DOT), validates that a for-profit small business is at least a 51 percent owned by a socially and economically disadvantaged individual with management control and participation in business operations. This certification ensures that small disadvantaged business enterprises (DBE) can compete fairly for federally funded transportation-related projects.
The Small Business Enterprise (SBE) Certification, provided by the Department of Transportation’s Bureau of Equal Opportunity, validates that the business meets the U.S. Small Business Administration (SBA) size standards and serves to remove barriers faced by all small businesses in an effort to increase their participation on federally-assisted transportation projects.
